Body filler can be used directly over epoxy primer. Keep in mind that the filler, if applied over regular etching primer, will only stick as good as the primer. If the metal was not prepped exactly right for the maximum adheasion of the primer, nothing is going to stay there long. Yeah, don't put filler over the etch primer.

1) After cleaning all rusted area with 80 grit, should I use an epoxy primer first then body filler or it does not matter? See the attached photos to understand what type of rusted surface I mean.
Polyester Filler Primer or Polyester Glaze Putty
Feather fill G2 is meant to spray over a lot of body filler that’s cut and shaped with 60-80 grit. If you use this, I would spray over a 100 – 150 grit sanded surface.

I think it will depend on the primer that you used. I personally won't put any primer, other than Epoxy on bare metal. Body filler can be used directly over epoxy primer.
