I notified my landlord 2 months in advance that we would need to move out prior to the expiration of our lease because my husband has a medical condition and he is only receiving disability income. He agreed.

It's pretty simple. In Yiddish there is a saying you can't dance at two weddings with one pair of legs (well, that's a good enough translation.) Your lease provides you with exclusive use of the property. He can't make the same promise to another tenant since the right to use the property is exclusive and has already been granted.

As I said, there is no code. It's common sense and one of the agreements is breached. If you promise me and promise someone else the exclusive use of XYZ, one of us is going to be deprived of XYZ and can sue you for breach of contract.
