All of this is so that she starts associating you with treats — so she will have good association with you and start to feel safer. At some point, you can get her to come out of the cage using the same process. You may want to put a perch on the inside door so that you do not have to put your hand in the cage, which many birds are scared of. that way when you open the cage door, she will be outside the cage (go slowly — many steps here to get her comfortable). then you can work on getting her to step up on your hand using the same techniques.
