I had a client that worked for DMV. She told me there is a form you can fill out at DMV to explain what happened, and get the fees waived. You do have to go to the window and ASK for it. She said they will not tell you it is available. So, I would try that. Good luck with it.

The penalty is for a late registration. If you can prove a negative--something virtually impossible--you may be able to get the fee waived. It is extremely unlikely you will be able to do this without a visit to the DMV. And if you don't pay the fee if the DMV determines that you owe it, you won't have a valid registration.
