I agree. My 89 YJ never had one. Used to get them everytime at NJ DMV Inspection stations, up until this year when as long as you pass emissions the wheels can be falling off, always had to get a supervisor because in the day a YJ was considered a light truck and was not required to have it like passenger vehicles were beginning in 1986.
