This has bit me more times than I care to admit, and it seems to be hit or miss when switching to a new device and restoring from backup, but it happened to 2 new iPhone 13's I switched to today. Check that your location settings (i.e. what HomeKit uses for you location-based automatons) are set to "Use This Device" on your new device.
