No there is not an open curriculum. No, freshman can't have cars on campus but there is a large privately owned parking lot very close to campus (easy walk) where freshman can rent a parking space for the year. S2 loved Raleigh. I believe there are under 21 clubs. Partying happens at NCSU just like any other big state u.
