All the printers (Canon, Epson) do this size as the 'standard large size'. All the stores carry 13x19 paper. But none of the stores (art supplies, photography, etc) carry frames. "That size do not exist", they say, insisting that the only sizes are the old darkroom sizes (eg 8x10). What gives?

A matter of economics in what the printers cost to build and what they can be sold at I suppose. "Standard" frame sizes have generally been 3.5x5 4x6, 5x7, 8x10, 11 x14, 16x20, 20x24, 24x30, 30x40. I suppose 4x5 was probably in there at one time. Most of these are related to sheet film sizes and date to the days when contact prints from large format negatives was the only way to print before enlargers came along. The sheet film sizes, of course, are totally arbitrary according to what camera and film manufacturers came up with at various points in the history of photography. Obviously you can use sectional frames or custom frame to any size you want. But if you want the convenience and economy of "standard" frames, limit yourself to printing 11x14 on your 13x19 printer and slice off the excess on your paper cutter. It's a waste of paper but probably cheaper than buying odd size frames. One thing to keep in mind: legendary wedding/portrait photographer Monte Zucker shot square Hasselblad negatives for years before going digital and showed clients square proofs (5x5) and even enlargements (8x8, 10x10 or larger).
