Replace it. The least expensive way to do it is to bring it to a place that rebuilds starters & alternators. Last I checked for my wave runner 3 a rebuild was $60 & a new one was $340. Good luck.

I have owned a few Toyota vehicles including a 4 runner with this problem---the ( I call it) solinoid motor which is on the starter will stick--bad and considering you have to remove the starter--buy a new one that comes with that part as well---not sure if yours is exactly the same but a 20 minute job to get that starter out--last one I replaced in my 4 runner was just over 100 dollars rebuilt..

Yes it is the starter, I has the same problem with my 4 runner. I remove the starter and changed the contacts, then reinstalled it for less then 20 bucks. A new starter or reconditioned starter is about 200 bucks.

This is a starter solenoid issue. The best way to fix it is to change the entire starter, but there are solenoid repair kits available to fix just the solenoid. The rest of the starter is old, so it won't belong before it will have to be replaced anyway. I just do it all at once and be done with it.
