Those are tricky but all it takes is to push the cap down and screww it in, then firmly grasp the cap and turn it till it lines up flush to where its supposed to sit.

The only idea that i can come up with is that you dont have a good ground..or the guage was bad when you bought it..i hope this..Keith

I would guess stale gasoline or fuel. Try fresh fuel in the tank. If this doesn't clear the problem, you could need to have your carburetor or fuel injection system cleaned. I'm not even sure if they put fuel injection on Sportsters since I don't work on fuel injected bikes. I mostly work on the older bikes like Panheads, Shovelheads, Evos.

One of them should be red, with a plastic cover on it, and the other one black, and they should only reach the terminal they belong to, The battery should only fit one way, for the wires to reach it. So, red is hot, or +,, and black is neg, or -,,, Hope this helps.
