You first have to disarm and remove the air bag (unscrews with bolts from behind the steering wheel) and then you will see the screws for the switches. Only the silverado awitches will work.

Air bags have to be removed, but the steering column could be left in vechile. Although, it is easier to work with when it's out of vechile. And I'ld go someplace else. That seems a bit high for that job.

The wiring for the low beams would run not to the ignition, but to the dimmer switch. I don't know what color they are, but sounds like you are at the source of the problem, if the low beams quit when the column is let down. Pull the trim pieces off the steering column and examine the wires going to the dimmer switch.

sounds like the hi-lo switch to me. I think yours is built into the multi-function wand. A new one is $200, and that's if you don't have cruise control... If you want to try replacing the headlight relay first, that's a lot cheaper, but I don't think it's the problem. Maybe you can swap it with a similar relay just to check and not have to buy one.
