Is there a preferred height off the floor for rads when there are no restraints like window cills etc? i.e. with just a blank wall and a 100mm skirting board how high would you place it?

6, 7 or 8 inches depends on the window/skirting as you say, as long as it's not too close to the floor the air will flow nicely under the rad.

Most of the heat emmitted by a radiator is by convection; only a small proportion by radiation.
