The greatest challenge that Catholic Charities faced during O’Grady’s tenure was the Great Depression. The misery and poverty brought on by economic disaster and unemployment became too large for private charity to handle, and it became clear that only the federal government had the resources to cope with the incredible need. Roosevelt became president of the United States and proposed extensive legislation to cope with the Depression, O’Grady saw it as an opportunity to inject dialogue about social justice into the legislative agenda.
