Long story short, employees playing ticket stuff should be fine. If I were a manager of a D&B I'd allow it. I'd also allow them to cash in for prizes. But in both the playing and the redeeming I'd make sure the guests were the priority, APs or otherwise, and tweak things as needed to make sure that happens.
