Maybe you could consider going into the roof assuming its upstairs otherwise lift the boards above where you want to hang the light from and construct a wooden platform between the joists directly above the area that you want to attach the light to.

Yes, generally there will be but very rarely (close to never) are doors and windows in the perfect spacing for stud work so never make the assumption that the will be a stud 16" off the door frame become it's highly unlikely. Usually the outer frame of the stud wall will be built and the door frame encompassed.

use sping toggle thingies it will be fine provided it is 12.5mm plasterboard I have hung kitchen cupboards on plasterboard using these.

Richie you seem to have the right idea. If its possible to get access to the floor space above the ceiling it seems a good idea to secure a frame work to the joists that you can then attach the light fitting to through the ceiling

If you are sure it's an RSJ, drill into it and cut threads into it using a thread tap and put some substantial bolts in. That'll hold it. There is no hope of ½inch plasterboard holding that weight on it's own.
