The R-410A phasedown is on its way, are you ready for it? - December 16, 2020. The HVACR industry is on the cusp of yet another refrigerant phasedown. R-410A is scheduled for elimination from all new systems in 2023. Many HVACR contractors are not prepared for the change, and there are many questions. Here are some answers.
Why is refrigerant transition so complicated?
The refrigerant transition is complicated by the fact that it is occurring on a state-by-state basis. The timing and requirements may not be consistent depending on the contractor’s location which leads to more complexity and therefore, confusion.
What amendment is used to lower the use of HFCs?
The effort to lower the use of HFCs on a global level is being driven by the Kigali amendment , which calls for a phase down in prescriptive steps. The U.S. has efforts underway at the federal level to pass legislation to phase down the use of HFC’s through the AIM Act.

Remember at the beginning of this article that I said that all of this could change? Well, there was some drama over the summer of 2017. In August a federal court ruled that the EPA’s SNAP Rule 20 overstepped the EPA’s authority. The ruling in essence overturned the EPA’s Rule 20 and removed the planned phase outs of HFC refrigerants. In the SNAP Rule 20 the EPA used Section 612 of the Clean Air Act for their justification. This section of the Clean Air Act strictly specifics on products that contain Chlorine or that cause damage to the Ozone layer. HFC refrigerants do not contain Chlorine nor do they cause ANY damaged to the Ozone. The courts looked at this and ruled in favor of the filing companies, Mexichem and Arkema, and against the EPA. Is R-410A phased out?
Well folks, as I explained above there is no cut and dry date when it comes to R-410A being phased out. Each type of application has a different set of rules and years that are associated to it. Diakin’s future refrigerant to replace 410A is going to be R32, Carrier say’s they will be using the R454B they call it Puron Advanced. So, what happens now, if we use R454B in a Diakin and the compressor kicks the bucket, will they send it to the lab to try and deny our warranty? And vise versa, will Carrier do the same? So, it looks like we all get to carry both refrigerants on our trucks now, for your common residential a/c systems, not to mention the 2 to 3 jugs of the different alternatives for the old R22 systems.
