CHECK YOUR RELAY IN YOUR FUSE BOX UNDER THE HOOD ON THE DRIVERS SIDE INNER FENDER. THE A/C AND THE HEATER RELAY ARE SAME. CHECK AND SEE IF THE A/C REALY WORKS BY TURNING ON YOUR A/C SWITCH. THE ELECTRIC FAN SHOULD START RIGHT AWAY. OTHERWISE YOU HAVE TO WAIT TILL THE ENGINE ACHEIVES OPERATING TEMP TO KICK THE FAN ON.

1999 Grand Am Se 2.4L- We Checked The Relays And They Worked. Then We Checked All Fuses And They Were Good. But The Fans Still Dont Come On At 200 Degrees. When We Turn The AC On Both Fans Come On And Stay On After We Turn Off The AC Then When We Shut The Car Off They Dont Come Back On? And The Car Normally Runs At 180? Any Solutions?

Even if there were no hydrocarbons detected I am almost positive you have a bad head gasket.Usually the back head on the number one cylinder.Almost all the ones I have done with this exact problem has been the rear head and the number 1 cylinder.Hair line crack between the cylinder and water jacket.I always replace both head gaskets.Hope this helps.Good luck..
