We have our triple light vanity fixture facing down. I do stand at sink and put on make-up. We deliberately chose fixtures to face down because we also have high ceilings and wanted to make sure lighting was good. The mirror also helps to reflect the light. 100W bulbs could be used, but we only use 60W.

What is the best way to light a bathroom?

The best approach for lighting in a bathroom is to provide balanced light. I typically will place a single downlight over a vanity sink with wall mounted lights to either side. This is especially important for applying make-up and shaving. Up lights are good for general lighting but will not help for task lighting.

Can you see the bulbs underneath?

Most can be installed either way so you can check that out and see if they are just being displayed upward. You get more light when they are installed down. That may or may not be a consideration for you. Also, you can see the bulbs underneath so you will want to use decent bulbs (or at least not the curly ones).
