The usual solution is to use a ‘piled raft’ foundation, which is, in effect, what the Millennium Tower has done. Its foundations are supported by an array of reinforced concrete piles, 950 in total. But unlike the Petronas Towers, or the Millennium’s neighbors ( 181 Fremont and the Salesforce Tower ), its piles don’t reach bedrock. Rather, the piles are held in place by friction from the surrounding soil. Speaking to Curbed, Prof. Tom Leslie from Iowa State University used the following analogy to describe the principle, "Imagine driving a broomstick into sand. You can only go so far before there’s enough broomstick in contact with the sand to put up fearsome resistance." Basically, the weight of the enormous building should be enough to render the 950 piles immovable.
