Provides information on holiday informal time off (ITO) authorized by the Governor.
Introduction
The Governor determines annually whether or not informal ITO will be granted during the holiday season. Under such circumstances, departments must follow the appropriate policies and procedures.
Statement
Over the past thirty years, the Governor has authorized ITO for up to 4 hours for all employees. With each holiday season, the Governor may or may not authorize the ITO. Therefore, departments do not have the authority to grant ITO prior to the Governor’s authorization.
Introduction
The Personal Leave Program (PLP) was established July 1, 1992 to achieve savings in employee salary costs during a fiscal crisis. In 2003, 2010, 2012, and 2020 PLP was reinitiated to assist in achieving budget savings to improve the state’s ability to meet its financial obligations.
Statement
The most recent implementation of the PLP was effective July 1, 2020. This was in response to the economic crisis caused by the COVID-19 pandemic. As a result of the state’s improved fiscal condition, effective July 1, 2021, the PLP 2020 pay reduction and accrual of leave credits ended.
Application
Departments are responsible for the continued monitoring of all PLP leave credits usage. For this reason, departmental Human Resources offices must develop a mechanism to ensure employees are using the leave in accordance with MOU provisions and Department of Human Resources policy.
