What does it mean to counterpick a champ?
For Top or Mid lane which is typically solo, so counterpicking generally means picking a champ that has a favorable matchup to deny or apply kill pressure on the enemy champion. For instance, Assassins in mid will have kill pressure on a control mage, so if you see the enemy team pick Lux for mid, and you pick an assassin, like Yasuo then you will have higher kill pressure on the Lux than Lux has to kill you. At the same time, Lux may have a short window where she is more dangerous to the Yasuo because she's ranged. Similarly in top lane, if you see the enemy pick a champ like Tryndamere or Nasus who can scale to late game monsters but have a really weak early game and are melee champs, picking a champ like Teemo works great because Teemo is ranged so can poke at them for free damage, and blind them if they try to engage in melee range, nullifying a lot of their damage. In this way, Teemo may not have a good deal of kill pressure on the enemy, but through constant poking, Teemo can make it difficult for the champ to get cs safely, hence is able to deny these champs from getting the gold they want, especially in Tryndamere's case, to become a late game menace.

Poke Tier 1
Whittling down (or chunking down) the enemy. In a poke vs. poke matchup, range will play a big factor. Brand does the most damage, but will be outranged by Zyra, who would be outranged by Xerath.
Peel Tier 2
Made to peel off engagers, typically from your ADC. When to pick: The enemy has several divers/assassins/juggernauts, enemy bot lane has major engage potential. Peel is the most common utility brought to the table by the support.
Protection Tier 3
Made to mitigate damage or negate it entirely. Anti-poke rather than anti-engage peel. Pick into Poke lanes with mages and ADCs like MF, Sivir, or Ezreal
Engage Tier 4
Able to start a fight and go all-in, putting themselves in danger, when it's advantageous for your team. These champions tend to have strong roaming potential as well.
Catch Tier 5
Has safer CC capabilities that don't require going All-In. Prevents enemy escape.
sustain Tier 6
Sustaining them and their ADC through poke, often trying to go even in lane and shine later in the game. Pick into poke lanes and scaling enemy comps.
