Resource-constrained project scheduling problem (RCPSP) has been one of the most important topics in project scheduling in recent decades. RCPSP, due to the strategic importance of the projects and internal and external pressures for timely completion, is a very challenging task. When executing a project, controlling and monitoring it also becomes vital. This paper aims to present a new soft computing framework that incorporates decision making about RCPSP parameters, RCPSP modeling, adding project and activities buffer, and monitoring the project. In the decision-making procedure, the activities durations are interval, but resource requirements are real numbers. So, the decision-making problem needs a hybrid procedure. To overcome this matter, the hybrid projection measure is extended to obtain the experts weights and build the aggregated decision matrix. In the RCPSP section, the activities durations are not determined and vary between certain ranges. The resource requirements and range of activities durations are obtained from group decision-making method. In addition, this model is solved with simulated annealing (SA) algorithm. In the third step, buffers are considered in a way that allocating project buffer to activities’ buffers becomes based on a new normalized important factor. The normalized important factor is introduced by considering activity duration and resource requirements. Finally, a novel controlling procedure is extended by activity buffer monitoring. Two buffer threshold sets and violations are applied, and each one of them sends a particular alarm to the project manager. Project manager’s decisions in optimistic and pessimistic situations are discussed. Ultimately, the method is solved in a real case study, and the results are discussed. The application shows that the presented method is flexible in many situations. It also increases the probability of timely completion of the project in addition to tracking the deviations from the plan. The proposed method introduces a comprehensive framework, so it gives project managers a better vision. It can also act as an ideal monitoring tool to control schedule deviations and to help project manager for proper actions during the project execution.

Moreover, results indicate that allocating a budget that increases in later stages of the project is beneficial for the outcome.

The transfers of renewable resources between activities generally incur certain scheduling costs and affect the robustness of a certain schedule in an uncertain environment. To address this issue, a bi-objective optimisation model is proposed to make the resource transfer decisions, which aims to minimise the transfer cost and maximise solution robustness in the presence of activity duration variability. The proposed model employs a novel resource-oriented flow formulation that is different from those of the previous literature. A NSGA-II and a Pareto simulated annealing (PSA) algorithm have been applied as the solution methodologies. Besides, the effectiveness of the metaheuristics are evaluated in comparison with a ε-constraint method. In detail, the algorithms are carried out on a set of benchmarks and are compared to test their efficiencies based on four performance metrics: number of non-dominated solutions, general distance, hypervolume and spacing. Finally, a case study of a real project further indicates that the suggested model and algorithms are applicable and beneficial to the problem in practice.

Project management is a business process that supports about 30% of the world’s economic activity. Yet projects routinely suffer from the influence of Parkinson’s Law. This behavioural phenomenon routinely results in failure to deliver work that is completed early before its assigned deadline. As a consequence, the late completion of other work is not offset, and overall project performance suffers. Hence, project success rates below 40% are widely reported. Our work uses mechanism design within non-cooperative game theory. A particular issue in the design process is to eliminate the possibility that a project worker with multiple dependent tasks can improve their incentive payment by falsely reporting some of their task completion times. From our review of the academic and business literature of project management, no incentive scheme used in practice accomplishes this. Our results include the design of incentive schemes that eliminate or mitigate Parkinson’s Law. These schemes apply to projects designed under either traditional Critical Path Method (CPM) planning or modern Critical Chain Project Management (CCPM) planning, and are also invulnerable to group strategy. A large-scale computational study validates the resulting benefit to project performance as substantial and also robust across different project characteristics. We also provide what is apparently the first analytical comparison between traditional CPM and modern CCPM planning systems. The incentive schemes we propose are simple and easily implementable. We recognize that performance incentives are structured differently by each organization, but our work provides a flexible basis from which various practical schemes can be designed.
