For ease of administration and to reduce public confusion, the Federal agencies should endeavor to have one lead for purposes of developing the environmental review with the CEQA co-lead.

Ideally, the MOU should lay out the procedures for the various agencies and describe how those will be integrated to ensure all agencies are moving forward together.
