You can make oat flour with as much unflavored oats as you want, just remember that you'll generally wind up with 3/4 of the volume of oats you started with. Once you have your oats, use a blender or food processor to pulse the oats for 30 seconds or until the oats are fine and powdery, like traditional flour.
