Check the ASD relay in under hood fuse/ relay box. ASD stands for automatic shut down relay. Powers up pcm ,fuel injectors and ignition system an O2sensor heaters .crank over the car an check for power at O2sensor heater fuse in the underhood fuse box ,no power means bad relay !

Don't hear fuel pump turn on

On what Jon? We are good but not magicians. If you mean a car with fuel injection, then you usually wont hear the pump run until you crank, this is to prevent the pump running unless the engine is running or cranking so it wont carry on running in a crash. Check the fuse box, if that's not it, get some good help. Be careful with pressurised fuel.

Have you checked the timing belt?. I dont know what you mean when you say it wont turnover, just whines. It either DOES NOT CRANK, CRANKS, or it CRANKS BUT WONT RUN. Check the AUDIO fuse in the fuse box, it may have a yellow fuse holder around it.

it sounds like the problem but the question is why wont the pcm start the car. with the key turned to on the service engine light sould be on. if not the pcm has no power.

There is a fuse from the ignition switch. There is also a fusible link. Below is a wiring diagram that you can look at and it has the wire colors as well. This I hope will help you narrow down your power loss to the solenoid.
