Does a discount count toward PQP?

What is MM designation?
The MM designation is a earned lifetime benefit. There are no further flying requirements. It in itself is NOT a premier status level (ie you won't see MM status as a criteria for upgrades) , but the designation as MM gets you the associated Gold (or Platinum Status) unless you exceed the flying requirements for those levels at which you would get the superceding level through the next year. The 4 segment requirement is to achieve status by current flying (and minimum segments).
Elite Status Qualification
For every Elite Status level airlines have two ways to qualify. One is the traditional way to qualify – with Elite Qualifying or Status Miles. The alternate is to qualify with segments. Typical Elite Levels are Silver, Gold and Platinum (or their equivalent). I discussed these in detail in my article on the How and Why of Elite Status.
Commuter heaven
As I mentioned in the intro paragraph, this qualification criteria is specifically designed for short haul commuters. Even at the typical 500 mile minimum that such fliers may earn ore flight leg, even after 60 legs flown, they are only at 30,000 miles or just over half way to Gold. With segments, they would be qualified Golds.
Adding Segments
For such fliers, adding segments can make the qualification much easier. On most routes, airlines usually have same or similar prices for non-stop flights, as they do for one-stop routes. But the routes with a stop count as two segments each. I know someone who commutes regularly from Washington Dulles (IAD) to Chicago O’Hare (ORD).
Segment Runs
Where there is Status to be earned, there are runs. And yes there are segment runs. I have seen a segment run go: DCA-CLT-MCO-IAD-PHL-LGA-BOS-DCA in a single day. That is seven segments. I know there are crazier runs done by people. Just look at the Mileage Run forum on FlyerTalk.
What is a segment flight?
A segment = a single point to point, takeoff and landing. Exception = some direct but not non-stop flights (even those that require you to change planes en route) are credited as one segment if the same flight number covers everything.
How to qualify for elite status?
You can qualify for elite status by accumulating within the calendar year either the minimum number of EQM OR the minimum number of segments. For travel on UA most discount fares earn EQM equal to the actual miles flown. First, Business or unrestricted coach (Y or B class tickets) get a bonus in EQMs.

Does United offer a waiver?
As I mentioned, United is no longer offering a waiver for customers with a co-branded credit card, including the United Explorer Card, the United Explorer Business Card and the United Club Card. Additionally, legacy cards will no longer offer an opportunity to earn Premier Qualifying Miles, since PQMs are going away.
Can you book a Singapore Airlines flight with United?
Beginning Jan. 1, partner flights will earn PQPs, even if they aren’t issued on United ticket stock. That means you can book a Singapore Airlines flight issued by Singapore and have that count towards your United spending requirements.
