Many thanks to you all for your help.. Yes I do have to put up scaffolding outside because it is a first floor flat it will effect others. My lease states I am to replace all broken glass and to replace and renew the landlords fixtures and fittings which materially reach the end of their useful life. but I am not to decorate any part of the exterior of the flat including windows of the flat.
