I have a brand new Skyline Honey Locust, about 12 or 13 feet high. I'm in Minnesota and the tree was just planted a week ago in in rich but clay-like soil. I've been watering with a soaker every morning for about 20 minutes, but I'm wondering if it may not be enough.

Yes, some of this is to be expected, given recent transplant combined with time of year. I'd not worry about wetting the root flare. Now about that watering schedule: We don't generally like watering by the calendar, clock, or any other mechanical reminder. Far better to assess moisture status directly via fingers in soil.
