If not, plug it back in and try the other fan. Then i would boot into bios and unplug both fans to see if it really is the fan or not.

You said you can tell it's coming from the radiator (which isn't impossible but it's unlikely) if you just unplug the two connected fans does it go away?

I opened bios and it says my cpu is at 100 C so pretty sure it's a problem with the liquid cooling and not just a fan. I don't know if I know how to test the pump from the bios like you said, but I did change the cpu fan speed which didn't seem to change the temperature or the noise at all.
