Pebbecrete is a stuck on layer that can be removed with a lot of effort but this looks like exposed aggregate that is part of the concrete ... we have extended ours with extra sections of exposed aggregate and i've seen it done in a local public space made in separate sections of different coloured exposed aggregates
Is exposed concrete hard wearing?
Agree with others, I would not change. Exposed concrete/aggregate is a low maintenance hard wearing surface. Where I live it has been used quite extensively in all new builds.
Can you remove pebblecrete from concrete steps?
Are your steps pebblecrete or exposed aggregate? if pebblecrete then the top layer can be removed with some hard work. If exposed aggregate, either get it honed, or install slip free tiles or timber decking, over the concrete.
