if the base or pebble crete is sound and not cracked then yes you can tile / pave over it with the correct adhesive's. ie: optima Awesome! Thanks for that There's no cracks and the pebbles are securely stuck.

Tiling over pebblecrete needs proper preparation. Clear all the dust and debris from the texture. Keep in mind that the mortar used to tile over the pebblecrete must be able to stick to epoxy. I would recommend you use epoxy mortar.
