Yes, you can put a dab of RTV on thermostat to hold onto the housing. I usually don't use a paper gasket on this with no leaks. I just use 100% clear silicone with never a leak. I've tried a few different RTVs (Ultra Black, Ultra blue, High Tack, etc) when doing water pump and thermostat gaskets.

Since the thermostat in your car has a regular gasket, you can use RTV or not, at your pleasure. If you've had seepage issues in the past, it's almost a given you'd use it.
