Most people figure out it isn't worth the risk going straight over tile without SOMETHING being done. The tile must be FLAT and EVEN. Grout lines must be FILLED and even with the tiles. The floor itself must be as flat as possible (that might mean that any unevenness must be SANDED DOWN).
