Due to particle interlocking, these layers of small rocks provide equivalent support to a large-sized stone foundation. Even then, manual labour was the primary mode of construction and neither the underlying soil nor the pavement layers received significant mechanised compaction. This led to the development of compaction equipment in road pavement construction.
